ITEMS UNDER THIS CTH ARE RESTRICTED AS PER FOREIGN TRADE POLICY. HOWEVER IMPORT IS PERMITTED FOR SOWING WITHOUT A LICENCE SUBJECT TO THE NEW POLICY ON SEED DEVELOPMENT, 1988 AND IN ACCORDANCE WITH IMPORT PERMIT GRANTED UNDER PLANTS, FRUITS AND SEEDS (REGULATION OF IMPORT INTO INDIA) ORDER, 1989. IMPORT IS ALSO SUBJECT TO PHYTOSANITARY CERTIFICATE ISSUED BY AN AUTHORISED OFFICER IN THE COUNTRY OF ORIGIN, IMPORT PERMIT AND NOC FROM PLANT QUARANTINE AUTHORITY. THESE ARE HIGH RISK FOOD ITEMS AND ARE REFERRED TO FSSAI/PHO FOR TESTING. CLEARANCE IS ALLOWED ON RECEIPT OF TEST REPORT AND NOC BY FSSAI/PHO - REFER CBEC CIR 3/2011. SHELF LIFE OF THE GOODS SHOULD NOT BE LESS THAN 60% OF ORIGINAL SHELF LIFE. PRESCRIBED LABELING REQUIREMENTS SHOULD BE COMPLIED WITH - REFER PARA 2.1 OF CBEC CIR. 58/2001.
AS PER FTP, EXPORT OF WHEAT OF SEED QUALITY WILL BE ALLOWED SUBJECT TO SUBMISSION OF FOLLOWING DOCUMENTS TO CUSTOMS AT THE TIME OF EXPORT: (I) A LICENSE TO CARRY ON THE BUSINESS OF A DEALER IN SEEDS ISSUED UNDER SECTION 3 OF THE SEED CONTROL ORDER (1983) FROM THE STATE GOVERNMENT; AND (II)DECLARATION THAT THE EXPORT CONSIGNMENT OF SEEDS HAS BEEN CHEMICALLY TREATED AND IS NOT FIT FOR HUMAN CONSUMPTION; AND 2. EXPORT PACKETS WILL BE LABELED THAT SEEDS ARE TREATED WITH CHEMICAL INSECTICIDES AND CANNOT BE USED FOR FOOD OR FEED PURPOSES. EXPORT OF WILD VARIETY OF WHEAT SEED IS RESTRICTED.
